Choose the destination and the certificate first
Write down the actual country or territory and the receiving office’s document list, language, record age and format requirements. Check the HCCH status table’s entry-into-force date, territorial scope and objections for the United States and destination. In a valid Convention route, the apostille completes legalization; do not add embassy legalization. Outside that route, determine the required state authentication, federal and consular sequence from current official destination instructions. Translation and local filing may still be separate. Choose the authority for each document
The state that issued or certified a public record controls that record’s route. For a private document, follow the notary’s commissioning state and any required clerk step, not the signer’s residence or the shipping address. A Florida-notarized power of attorney signed by someone living here follows Florida; a local state birth certificate stays with its issuing state. An incoming foreign birth certificate does not become a local record through a local notary. [HCCH-01: Arts. 1, 3 and 6. Notary-state examples explain authority boundaries.]

Order vital records for this specific purpose
Tell Kentucky Office of Vital Statistics you need a certified record for apostille/authentication. SOS requires the current State Registrar’s signature; an old certificate may need replacement even if it was once valid. OVS says the customer must supply the certified record to SOS. Birth/death/marriage/divorce records are public-custodian records; do not add a private notary to a photocopy instead of obtaining the required signature. The electronic apostille option excludes vital records. [KY-01: Vital Records; KY-04.]

Complete the vital-record application and pay OVS separately
Use the Birth Certificates page’s VS 37 application link or the relevant death/marriage/divorce form. For a birth, provide full birth name/date/county, mother’s maiden name, father’s name if applicable, requester/return contact and number of copies. OVS keeps birth records from 1911 onward, subject to delayed-record exceptions; it issues certified copies rather than electronic or plain photocopies. The VS 37 PDF fetch returned 403 in this review; follow its current instructions for any signature/identity requirement and do not infer that it was fully inspected. Choose vital-record mail, counter or authorized online ordering
OVS lists birth $10 per certificate and stillbirth/death/marriage/divorce $6. For mail, send the application with your return address on the form/envelope. Pay by U. S.-bank check or money order payable Kentucky State Treasurer; do not send cash.
Vital-record mail:

Its page gives a five-business-day mail/drop-box target but says allow up to 30 working days.
Vital-record counter:
Office of Vital Statistics

Get paper notarizations authenticated by the correct County Clerk
A private paper document needs the signer’s signature notarized by a Kentucky Notary Public; then obtain certification of the notary’s signature from the County Clerk where that notary is registered. The signer’s home county is not the test. Identify the notary’s registration county before the appointment so you can arrange the right clerk submission, county fee and return. Do not send the raw notarization directly to SOS or substitute another state’s clerk. A clerk authenticates the notary; SOS issues the international certificate. [KY-01: Notarized Documents.]
KY-01 source
Prepare court records through both clerk levels
Obtain the certified judgment, divorce decree or other record from the Circuit Court Clerk of the court that issued it; give case number/party/date and ask for foreign-use preparation. Then submit that clerk’s signature to the corresponding County Clerk for certification before SOS. District Court records issued by a Circuit Clerk follow the same published prerequisite. A current County Clerk/Deputy-issued certified county record is a different category and must bear that current official’s signature. Ask the relevant offices for record-copy/certification charges and shipment details; no universal county quote is asserted. [KY-01: County Clerk Records; Circuit/District Court Records; KY-12.]

Prepare school transcripts and diplomas through the school
Ask the registrar for a school-official-signed, notarized record for foreign use. For the paper route, authenticate that Kentucky notary’s signature in its registration county before SOS. As a concrete issuer example, EKU’s guide describes duplicate diploma/official transcript request, notarization, Madison County Clerk authentication and SOS return. It lists $5 per notarized document for Madison County and $5 for SOS, plus school procurement. Its state-payee wording says Kentucky Secretary of State; the state request form instead says Kentucky State Treasurer. Use the state form for state payment and confirm any school-collected combined order. [KY-01: school paragraph; KY-08; KY-02.]

Choose a notarized Kentucky background check rather than a generic search
SOS identifies a Kentucky State Police response that is expressly requested notarized, followed by certification from that notary’s registration County Clerk. It says AOC background checks lack signatures for direct apostille. KSP’s official forms page links the Emigration request; its PDF asks for subject/requester identifiers, subject and witness signatures, $20 check/money order payable Kentucky State Treasurer and a self-addressed stamped envelope. KSP describes a name-based check without fingerprints and an average 10-business-day processing period. State fees and County Clerk charges follow separately. Resolve KSP’s conflicting location/method instructions before mailing
The official sources list different locations. Resolve which address accepts your Emigration request before sending payment and identifiers.
Emigration PDF address (confirm before mailing):
Kentucky State Police
1266 Louisville Road
Frankfort KY 40601
General Background Checks page, temporary Records location (not an established replacement mail route):
Kentucky State Police Records
1050 US 127
Frankfort KY 40601
The Forms page says mail only, while the general page also offers walk-in. Use KSP Records at 502-227-8700 to verify the currently accepted Emigration delivery address and method before shipping payment and identifiers; do not infer a temporary street location is automatically the new mail route. Ask specifically for the notarized result for foreign apostille and identify its notary county. An FBI report stays federal. [KY-13; KY-14; KY-15. Conflicting official instructions remain explicit.]

Order certified company records using the April 2026 form
In Request for Corporate Documents, identify business name/organization number and select certificate of existence (domestic), authorization (foreign), or specific certified articles/amendments/full-file records. The 4/26 form lists $10 for a certificate and $10 per certified-copy set up to 5 pages, plus $0.50 each additional page. Mark APOSTILLE and country, and select paper mail for a physical route. General Records fees use Kentucky State Treasurer as check payee.
Corporate record procurement mail (April 2026 form):

Keep company-order output and fees explicit
The corporate webpage still lists P.O. Box 1150 together with 700 Capital Ave/40601; use the newer 4/26 form’s 40602 mailbox for the ordinary paper record request. Its apostille checkbox permits identifying the desired service; the general apostille charge is $5 per document, additional to procurement. A ≤5-page certified-copy set with one ordinary apostille therefore has $10+$5=$15 in listed state charges before delivery. If ordering several separate filings, have Records identify the required certification/certificate count, total and return. The form’s emailed PDF choice does not prove that any customer printout qualifies for paper apostille or that an SOS corporate PDF fits the portal’s published upload categories. Keep private company documents on their notarial route
A resolution, manager statement or power of attorney not certified by SOS is a private paper. Establish the signer’s authority and correct act/certificate, perform notarization, obtain the appropriate County Clerk authentication for a Kentucky paper notarization, then submit to SOS. The company’s formation state does not dictate the notary state for that separate private signature; a Kentucky company may have a Florida-notarized private authorization on a separate Florida route. A registered agent’s address is not government certification. [KY-01. Role separation is practical explanation.]
KY-01 source
Use a true-copy affidavit only for its limited purpose
Kentucky publishes an Affidavit of True Copy option for a document that cannot otherwise be notarized: the affiant swears the copy is true/unaltered, signs before the Kentucky notary, and obtains County Clerk certification. SOS directs checking the accepting consulate/embassy’s requirements. This authenticates the affidavit/notarial chain, not the issuing official’s signature on the underlying record. Do not use it to evade the published current-registrar/court-clerk route or call it an issuer-certified original. [KY-01: Affidavit of True Copy.]

Fill the ordinary paper request and state payment
The 11/21 Request for Apostille or Authentication asks country, document count, total, requester/return names, addresses and phone. Check its actual certification category: County Clerk certified or current State Registrar. Enclose the prepared document(s) and $5 each, with checks payable Kentucky State Treasurer. Two ordinary documents cost $10 in SOS charges; county and procurement costs are separate. If a direct SOS-certified company record does not fit its two checkboxes, use the corporate form’s apostille request path or ask Records how to identify that exact request; do not falsely check County Clerk. Walk-in counter:

Counter hours: 8 a.m.–4 p.m. Monday–Friday. SOS describes while-you-wait walk-in completion and mailed requests within 3 business days; holidays, defects, record procurement and transit remain additional.
Courier delivery: a courier cannot deliver to a USPS PO box: use the physical office only after confirming its current carrier intake and label wording for your delivery. Do not use OVS’s 275 East Main or the corporate P.O. Box 1150 for an ordinary standalone apostille packet. [KY-01: submission table; KY-02: header/mail block.]

Prepare the return before submitting
SOS says ordinary mailed results return USPS First Class. For tracking/faster return include a self-addressed prepaid FedEx, UPS or USPS Priority label. Put the matching return name/address on the request and provide a usable prepaid label, not just an account number.
For delivery abroad, establish the exact carrier/billing/customs arrangement or a reliable domestic onward address before sending originals; the page does not establish universal international label acceptance. Scan the intact result if useful, but a scan is not a physical original. [KY-01: By Mail; KY-02: return block.]

Use the electronic route only with eligible output
The official portal accepts one PDF document per request, with separate requests for each country. It offers county-clerk/deputy certification, electronic notarization and public-university registrar certification categories; vital records are excluded by the main SOS instructions. For an authorized Kentucky online-notarized PDF, SOS expressly waives County Clerk authentication and requires direct portal submission. Preserve that electronically notarized original rather than scanning/printing it into a different record. Supply requester email/confirmation/phone, country and the correct PDF; add other recipient emails if needed, pay the displayed fee electronically, and retain receipt/output. SOS says the e-Apostille/authentication PDF is emailed. No portal payment/submission was exercised here. [KY-03; KY-01: electronic route.]

Confirm translations and verify without altering originals
Determine whether the receiving office requires an independent translator statement or separate notarized translation. Neither a translation nor Kentucky’s single certificate format makes an incorrect underlying document acceptable. Use the official SOS page’s Verify an apostille or authentication link for the issued certificate, or Records at 502-564-3490 for issuer verification. No certificate was queried. Preserve the paper attachment or original signed electronic PDF; do not add stamps or replace pages after issuance. [KY-01: single-certificate notice and verification link; HCCH-01.]

Worked case:birth record plus EKU transcript
A hypothetical recipient requires one Kentucky birth certificate and one EKU notarized transcript. The birth uses current-registrar OVS preparation, no added County Clerk; the paper transcript uses school notarization then its registration County Clerk. Listed government fees are $10 birth+$5 birth apostille+$5 Madison County authentication+$5 transcript apostille=$25, before EKU procurement and shipping. Confirm the school’s current collection/payee instructions; the older school payee text differs from the state form. Electronic output must be chosen under its separate eligibility rules rather than assumed cheaper/equivalent. [KY-05; KY-08; KY-02.]

Worked case:old registrar and wrong county
If SOS returns an old vital certificate because the State Registrar signature is not current, order a replacement for apostille through OVS. If a private paper lacks County Clerk authentication, use the county where the notary is registered, not your residential county. Keep the state’s actual written reason and ask whether a corrected request requires a new fee; this guide does not invent a refund or free-resubmission promise. Repair the relevant prerequisite rather than adding a notarized cover to the rejected public record. [KY-01; KY-04; KY-02. Recovery is practical explanation.]

Keep federal and federal-court documents separate
An FBI Identity History Summary and other federal executive-agency records use the U. S. Department of State’s federal apostille/authentication process. Start at its official requirements and service pages for DS-4194, current fee/payment, mailing versus counter addresses and queue. U. S. federal court documents may be apostilled by the issuing court; ask its clerk for the certified record and competent-authority procedure. State SOS is not the federal authority, and a notarized wrapper does not authenticate an FBI or court official’s signature. [US-01; US-02; HCCH-03.]

Check the result and recover from a defect
Before sending onward, compare names, document identity, destination and certificate particulars with the order. Use the issuer’s official verification/contact locator to resolve a suspected error. Preserve the complete attachment; take scans without removing staples or replacing pages. If the state returns an incomplete request, keep the written reason, repair the specific record/notarial/form/payment defect through its issuer or original notary and resubmit under current fee rules. Do not alter a completed notarization or apostille yourself. For recipient refusal, obtain the named approving office’s written reason, rule and escalation path before ordering a different record. [HCCH-01: Arts. 5 and 7. Recovery sequence is practical guidance.]

Use free DIY instructions or buy a defined service
This guide is free; government record, notary and apostille fees and delivery costs still apply. A complete straightforward packet can be sent directly without contacting or hiring Notary Geek. Greg Lirette / Notary Geek’s attributed practical routing judgment is to resolve the document and certification first, then separate procurement, review, physical submission, state return, scan-back and international delivery. A managed service can coordinate those tasks and corrections; a runner may save a trip where counter service fits. Neither changes the legal authority or guarantees the state queue or recipient outcome. No runner network or special access is asserted for this state. Optional document review is available only within an agreed paid managed-service scope. This free guide does not include personal DIY consulting. [Practical operating judgment; not a government rule.]
Worked example: a mixed international packet
A recipient asks for a state-certified birth record, certified company articles, a private authorization and an FBI report. Obtain the vital record from its public custodian and the company record from SOS; prepare the authorization with the right notarial act in the chosen notary’s state; keep the FBI report on the federal route. Budget procurement plus one or more state certificates as required, federal fees and each shipping leg. Do not put all records under one notarized cover sheet. This synthetic case demonstrates route separation; it does not establish recipient acceptance. [HCCH-01; US-02; state document sections above.]
