This upload page is for documents that need online notarization. If someone else will sign, that person completes their own signer step. If the document was already notarized, was rejected, or may need apostille or legalization review, use document review first with the destination country and any recipient instructions.
USPS Form 1583 has its own wizard and should not start with generic document upload.
